Completion-Time Complexity Delta

Added a completion-time Complexity Delta guardrail so non-trivial code changes report actual entropy movement before a completion claim.
The completion check now calls out maintained source files over 800 lines, files newly crossing 800 lines, largest touched file delta, largest touched function/block, new branches/fallbacks/adapters, retired paths, net entropy, and required follow-up.
The 800-line file threshold is documented as a review signal rather than a universal failure gate, with generated, vendored, fixture, lockfile, and framework-owned artifacts exempt only when the reason is explicit.
Added block-level complexity guidance for touched functions, methods, components, or cohesive blocks over roughly 80 lines, deeply nested logic, or mixed reasons to change.

Extended verification-before-completion with a Retirement Closure card for work that adds, replaces, or retains old logic.
The closure now asks agents to record old logic location, deletion status, retained logic, retention reason, retirement trigger, and lingering-reference checks.
Complexity Delta and Retirement Closure are linked: new fallback, adapter, compatibility, guard, or branch logic without deleted or scheduled old paths is reported as entropy increase and residual risk.

Added the Completion-Time Complexity Delta dimension to the workflow quality baseline.
Added a representative workflow-quality sample for a core file that may cross the 800-line threshold before completion.
Expanded workflow-quality-check.sh so process docs, workflow quality docs, the verification skill, compact contracts, and the matrix all lock the new completion-time complexity behavior.
