Decision Hygiene Review

• First-principles escalation — strengthened
  first-principles-review with a compact Decision Hygiene Review escalation
  for risky proposal, spec, and plan decisions.
• Owner and retirement clarity — added first-principles invariants,
  owner / retirement matrix, and falsification matrix prompts before a workflow
  endorses new owners, duplicate owners, fallbacks, adapters, compat-only
  carriers, delete-first questions, or long-term stability claims.
• Workflow routing — wired brainstorming to invoke the escalation before
  risky approach selection and writing-plans before risky task decomposition
  when the spec has not already settled the decision.
• Guide and baseline alignment — updated the English and Chinese workflow
  guides plus the process baseline so decision hygiene remains an escalation
  inside the method pack, not a new always-on ceremony.

Regression Coverage

• Expanded tests/e2e/first-principles-review-check.sh to guard the decision
  hygiene template, escalation signals, advisory verdict wording, workflow guide
  coverage, and the unchanged using-aegis hot path.

Boundary

This release still ships Aegis Method Pack (runtime-ready). Decision Hygiene
Review is advisory method-pack workflow discipline. It does not add an
authoritative GateDecision, PolicySnapshot, or completion authority.
