fix(a11y): F-V54-B — #/pipeline row-action buttons have accessible names.

🐛 Fixes

• The per-row ▶ (evaluate) and ✕ (delete) buttons on #/pipeline were icon-only with only a title attribute (regression run F-V54-B; WCAG 4.1.2 Name, Role, Value). title is not a reliable accessible name, so a screen-reader user heard a long run of indistinct "button"s and could not tell which row a delete would hit. Both buttons now carry an explicit aria-label disambiguated by a compact URL via a new shortUrl() helper (host + …/ + last 2 path segments; trailing-slice fallback for unparseable input), so the a11y tree reads e.g. "Delete: hh.ru/…/vacancy/12345". No new i18n keys — reuses common.delete / pipe.evaluateBtn + the URL. Verified live: 1385 rows, each button name unique per row, 0 console errors.

🧪 Tests

• test: tests/pipeline-row-action-names.test.mjs — 4 cases (both buttons wired with shortUrl(url) + exactly two such labels, shortUrl declared before use, same-host different-job URLs don't collapse, bare-host / unparseable / empty fallbacks). 732 → 736.
