feat(config): OpenAI / Codex model selector in #/config.

#/config had no way to pick the OpenAI / Codex model — only ANTHROPIC_MODEL and GEMINI_MODEL had dropdowns, even though OPENAI_API_KEY was already exposed for the parent multi-CLI (Codex / OpenCode) flow. OPENAI_MODEL is now a first-class env key: added to env-config.mjs KNOWN_KEYS (ordered right after OPENAI_API_KEY) and the core key group, and deliberately not in SECRET_KEYS — it's a model id, not a credential, so it's never masked. config.js gains a curated OPENAI_MODELS list (gpt-5-codex default, then gpt-5 / gpt-5-mini / gpt-4.1 / o4-mini / o3) and an OPENAI_MODEL <select> field rendered immediately after the OpenAI key, mirroring the Anthropic/Gemini model fields exactly (same kind: 'select', aria-describedby hint wiring, label = env-var name). Read by the parent Codex / OpenCode CLI flow — web-ui live-eval still uses Anthropic|Gemini. Verified live: #/config → OPENAI_MODEL select with 6 options, default gpt-5-codex, label-bound, 0 console errors.
New i18n keys config.openaiModel + config.openaiModelHint across all 8 locales.

test: tests/openai-model-selector.test.mjs — 4 cases (env-config core/non-secret contract + key ordering, OPENAI_MODELS list with gpt-5-codex default, the OPENAI_MODEL select field wired after OPENAI_API_KEY, both i18n keys across all 8 locales). 721 → 725.
