docs(help): §5 "Configuring Russian portals — detailed setup guide" (docs/help/<locale>.md): new ### subsection within Portals & sources covers the end-user config flow:
- 5-row source-inventory table with auth + geo restrictions per adapter.

- Step 2 — full 5-source russian_portals: YAML example.

§17 ("How to add a new portal") was the developer flow shipped in v1.29.0; §5 is the user flow shipped in v1.29.1.

🧪 Tests

test(help): tests/help-ru-config-section.test.mjs — 7 cases asserting every locale's §5 contains the 5-source YAML, the negative-list collision fix, the disable-one-source example, the 5 adapter labels in the verify block, the 5-row inventory table, the HH_USER_AGENT env-var reference, and the 17-H2 parity contract held after the edit.
540 → 547 unit + acceptance (+7).
