location_filter gains the parent's always_allow and block_hard tiers (CAR-60) — a multi-country location string survives a blocked-sibling list, and an explicit hard block can no longer be rescued.
Fixed
always_allowbeatsblock: withblock: [romania, poland, croatia]andalways_allow: [united kingdom], the workable merged cell «London, United Kingdom · Romania · Poland · Croatia» passes — the home region is an option (workable #4806's consumer case, now in the parent's own form).block_hardbeatsalways_allow: country-level terms that must never be rescued by an always_allow hit elsewhere in the string.strict: truenow countsblock_hardas a restricting tier; thedocs/helplocation_filter section documents both tiers ×18.
Notes
- Deliberately not ported this time: the parent's word-boundary location keyword compiler and its USPS state-name table (web-ui keeps case-insensitive substring matching; the table serves US-centric configs — file under CAR-60 if a US config needs it). The workable consumer test's interim allow-list form stays as a second verdict alongside the new parent-form check.
