Tamil (தமிழ்) joins as the 18th UI locale — the first new language since the 17-locale wave, with full key parity.

Added

• Tamil (ta) — 1449/1449 keys with full parity to en, zero placeholders lost, hi-style Indic-tech conventions (providers, model names, paths and commands stay Latin). detect() accepts ta, ta-IN, ta-LK; Tamil is LTR (locked by test).
• Full docs/help/ta.md (33 H2 / 125 H3, source counts verified against the live registry, Hermes canary anchors, verbatim YAML), plus README.ta.md and CHANGELOG.ta.md mirrors.
• Enumeration gates 17 → 18: LANGS, detect probes, i18n audit, changelog parity, RTL guard, CI langs — which also picks up hi, previously missing from the CI list.

Notes

• Not in this release: the cvstart.org landing translation (the landing stays 17 locales for now — a separate task); the site content sync already ships docs/help/ta.md and the ta changelog.
• Not in this release: Tamil report parsing — report-header.js REPORT_LABELS stays 17; it arrives with parent-repo Tamil report generation.
