Stability patch from the first live regression of the production server: one scan at a time, and site fixes.

Two scans at once crashed the server. Every GET /api/stream/scan ran the full scanner inside the server process with no guard; a scan started from the UI overlapped the hourly timer and the process died with JavaScript heap out of memory (twice, with 502s meanwhile). Scans are now one at a time: a second request gets an SSE error with code SCAN_BUSY and nothing starts. The deploy workflow also raises the server's heap limit (heap_mb, default 448 MB).
cvstart.org /help and /changelog scrolled sideways on phones (and ja/zh /changelog on desktop) — long code and table-of-contents lines now wrap.
Hindi was missing from the sitemap's language alternates; the site's i18n check now compares the sitemap map with the locale registry.
Help §19 told translators to add a key to "all 8" language files — there are 17.

Remote regression (.github/workflows/remote-qa.yml): every route × every language on the deployed app (read-only), every page × language × phone/desktop on cvstart.org, every link in the READMEs and the wiki, and — on request — one real scan plus live AI calls in every language.
Server deploy workflow (.github/workflows/deploy.yml): recon, deploy (with a byte-exact rollback) and verify (smoke test plus stability report).
Tests 3481 → 3486.

The scanner's own memory use is not reduced in this release: the guard stops two scans running at once and the heap drop-in raises the ceiling. Profiling a real 98-source scan needs the production network.
The hourly career-ops-scan timer is not changed; recon now shows which commands it runs.
