Added — scan retries now use exponential backoff, jitter, and honour a rate-limiter's Retry-After.

Added

• When a job board briefly rate-limits or errors (HTTP 429 / 5xx) mid-scan, the retry now waits with exponential backoff + jitter instead of a fixed short delay — so a busy board isn't re-hammered at a fixed cadence and concurrent retries don't re-collide in lockstep. A Retry-After from the board is honoured (but clamped, so a hostile Retry-After: 86400 can't stall a whole sweep). Permanent errors (404, refused redirects) still fail fast — unchanged.

Notes

• New parseRetryAfterMs() + the pure computeRetryDelayMs() in server/lib/http-json.mjs; fetchJson now captures .retryAfter on a non-ok response and fetchJsonWithRetry takes an optional maxDelayMs (default 8000). tests/http-json.test.mjs (+9). Suite: 2536.
