Changed (LOW, scanner) — consolidated 20 duplicate HTML-entity decoders onto the shared module (parent-sync follow-up, closes the worklist).

• 20 scraping scan sources each carried their own decodeEntities/decodeXmlEntities (+ a fromCodePoint helper) — copies that had drifted (three could throw a RangeError, fixed in v1.172.0; others admitted NUL/C0 or mis-parsed &#1a2;). All now route through the single server/lib/html-entities.mjs (the XML-1.0-Char-safe decoder), removing ~237 lines of duplication. The 8 RSS-style sources gained   decoding (they handled only 5 named entities before); cryptocurrencyjobs's deliberate double-decode is preserved via an alias. hh keeps its own decoder (it handles —/–, outside the shared 6). A new guard test fails if any source re-grows a local decoder.

• Behaviour-preserving refactor; no route / CSP / SSRF / parent-write change. Tests: tests/decoder-consolidation.test.mjs (+2). Suite: 2458 (+2).
