Fixed (LOW, parent-parity) — refreshed two stale constants to match the parent (PARENT-SYNC GAP #4 + #5).

Fixed

• Browser User-Agent (GAP #4) — BROWSER_LIKE_USER_AGENT (sent by workable/workday/oraclecloud/a16z/eightfold to clear WAF/bot gates) bumped Chrome 131 → 151, matching the parent's user-agent.mjs; a stale build is likelier to be challenged. Guarded by a Chrome major ≥ 151 test.
• Tracker states FALLBACK (GAP #5) — states.mjs's last-resort FALLBACK (used only when the live templates/states.yml is unreadable — a fresh clone / CI-isolated root) gained the parent's Turkish status aliases (#2615): değerlendirildi, başvuruldu, yanıt verildi, mülakat, teklif, reddedildi, iptal edildi, uygun değil, kabul edildi/işe alındı. In production the live file already provided these.

• Two constants only; no route / CSP / SSRF / parent-write change. Tests: tests/http-json.test.mjs (+1) + tests/states.test.mjs (+1). Suite: 2456 (+2).
