Changed (LOW, design-system) — type-scale + z-index layer tokens (D-4, first step). Sizes and stacking were literal per component; the system couldn't be reproduced from tokens alone.

- z-index layers — introduced named
--z-*tokens (--z-topbar…--z-skiplink) and migrated every z-index literal to them. Values are preserved, so stacking is byte-identical; a new canary forbids fresh bare z-index magic numbers. - Type scale — introduced a
--font-size-*ramp (xs 11/sm 12/md 13/base 15/lg 18/xl 22/2xl 28, base = Inter 15px) and migrated the core sizes the components already used (value-preserving, zero visual change). Off-ramp one-offs (14 / 16 / 20 / 24 …) and weight/line-height tokens migrate incrementally as components are touched — tracked indocs/UX-ROADMAP.md.
Notes
- CSS-token only; no behaviour, JS, i18n, route, CSP, SSRF, or parent-write change. No pixel changes (all migrations preserve the exact value).
- Tests:
tests/design-tokens-scale.test.mjs(+3: tokens defined, no bare z-index, base font uses the ramp). Suite: 2437 (+3).
