Bug fixes
- User Service would restart prematurely on update
- User Service would not resume operations if a shutdown/restart was aborted
- Allow blank organizational unit in osx domain binding

- No more config.json in SnapinPacks, the pack can now be configured server side
- Snapins will download from the local storage node instead of the master server everytime
