r3dfox v153.3.0-multi for Vista+

Now what is a -multi release you may ask? Well considering I disabled WebRTC in the last few release and Plasmafox builds and it caused multiple issues, I wanted to also build a release build with WebRTC enabled. However since I will not be doing 154+ (at least until e3k's rework catches up), I decided to rebuild all three brandings of builds, r3dfox, r3dfox ESR, and Plasmafox off of the ESR 153.3.0 source with WebRTC enabled. So if you wish to use all three brandings of browsers at the same time, you have them all up to date and with WebRTC enabled.

The portable builds are fully portable, the profile directory is inside the browser folder. It does not touch appdata at all.

Requirements to use the browser on a given OS:
Vista: Service Pack 2 + KB971644 Platform Update
7 RTM/SP0 and later: Should just work.

Notable bugs:
The 32 bit build is built with --disable-sandbox. With the sandbox enabled under Vista, the browser fails to open multiple processes which breaks the browser. The 64 bit build is fine. Considering Mypal68 globally disables the sandbox, I don't think it's that bad. If this really is a big issue then please pr a fix.

Cairo/GDI backend ignores system cleartype settings and causes crashes on older versions of Windows and crashes without e10s.

New r3dfox specific changes in this build:
Reenabled WebRTC since it apparently does something, and some websites require it to just log in wtf
Added options for portable mode to the installer. However portable .7z releases will still be made and released.
Added build date to the about dialog.
Renamed compact density to Compact (r3dfox default) from Compact (not supported) to better reflect it being the default and supported in r3dfox as compared to upstream.
Added UA override for dlproxy.uk because the specific Cloudflare block it uses hates r3dfox user agent for some reason while every other Cloudflare website is fine idk how or why.

Haven't tested on XP (OCAPI) nor have I extensively stability tested.

Please let me know what bugs or issues you encounter with it.
