rc because 139.0.4 doesn't exist officially, and I haven't tested yet, and I intend to release a rc2 very soon

The portable builds are fully portable, the profile directory is inside the browser folder. It does not touch appdata at all.

Requirements to use the browser on a given OS:
Vista: KB971644 Platform Update (May require Service Pack 2 as a base), VC++ 2019/2022 or VC++_UCRT_DLLS.7z below.
7 RTM/SP0: VC++_UCRT_DLLS.7z below (VC++ 2019/2022 doesn't install all the required files here idk why)
7 SP1 and later: VC++ 2019/2022 or VC++_UCRT_DLLS.7z below.

Notable bugs:
The 32 bit build is built with --disable-sandbox. With the sandbox enabled under Vista, the browser fails to open multiple processes which breaks the browser. The 64 bit build is fine. Considering Mypal68 globally disables the sandbox, I don't think it's that bad. If this really is a big issue then please pr a fix.

Cairo/GDI backend ignores system cleartype settings and causes crashes on older versions of Windows and crashes without e10s.

r3dfox specific changes on top of the previous v139.0.3 build:
Fixed coloring issues with links and accent colors.
Fixed opening and closing find in page causing scroll bar to get funky
Improved menu accuracy (removed 1px inaccuracy in sizing)
Added new Eclipse purple color scheme (This is the most complex color scheme I've made for the browser)
User agent overrides work better (now works for sites like gmx.com)
User agent override added for gmx.com and mail.com
OS_SLICE added to useragent overrides, so the user operating system is reported correctly when using a override.
All user agent overrides are using more realistic useragents (Firefox 115 or Chrome 109)
Option to enable/disable automatic cookie banner handling added to r3dfox settings
Added the rest of the portable mode code (pmprt.mod now makes the browser run in no-remote mode as it should and completely disables set as default functionality) (Normal portable mode (pmundprt.mod) works the same as before)

Haven't tested on XP (OCAPI) nor have I extensively stability tested.
