PecoFence 0.3.1 opens folders you drop onto a program in a fence with that program, and its installer now runs on Windows 10 2004 and later.

Highlights

Drop folders onto a program to open them with it (#194, thanks to @lizt12). Drop one or more folders onto an application's shortcut in a fence, or onto a program file itself (a portable app's .exe, .com, .bat or .cmd), and the program starts with those folders, with the shortcut's saved arguments and start folder. The folders stay where they are and keep their fence, and the badge says Open with and the program's name. Files, files and folders together, and shortcuts that are not programs (documents, folders, broken or Store app links) go into the fence as before.

The installer runs on Windows 10 2004 and later (build 19041), as the Store edition does. Windows 10 21H2 and LTSC 2021 used to get "This program does not support the version of Windows your computer is running", although the portable ZIP ran there.

pecofence-v0.3.1-x64-setup.exe: installer, per user, no administrator rights needed.
pecofence-v0.3.1-x64-portable.zip: portable; extract and run pecofence.exe.
A .sha256 checksum for each.

Copies installed with the setup can update from Settings → About → Check for updates.
