⚠ BREAKING CHANGES

• qc: QC verdicts change in both directions for existing submissions, and the per-metric *QCStatus vocabulary gains DEVIATION and drops TOO LOW. grz-tools must update its QCStatus enum in lockstep or grzctl db submission populate-qc will reject the report.
