Community review cleanup:
- Rename the command to Toggle
<u>tag and remove the conflicting default hotkey. - Add manifest metadata and a reproducible lockfile.
- Update development dependencies and release automation.
- Include release notes and a verified main.js build attestation.
Validation: ESLint, production build, and 12 regression tests pass.
