Text casing improvements

• Support Vietnamese and other Unicode letters in Title Case, fixing incorrect capitalization such as đÂy and đượC (#114).
• Apply Turkish lowercase rules when Turkish-specific characters are present, including I → ı and İ → i (#118).
• Share locale-aware lowercasing across lowercase, capitalize-word, cycle-case, and title-case commands.
• Preserve intentional all-caps text when Lowercase before capitalize/title case is disabled.

The README also includes the command-table and remove-line-break documentation updates from #120. The expanded test suite now has 25 passing cases; lint, type checking, production build, dependency audit, and release attestations all pass.
