Fixed

• E009 reports an unmatched quote when a caret sits inside it, including echo "^. That caret does not continue the line, and echo "hello^^ is unmatched as well. echo "ok" ^ still joins and is not E009
• S018 uses the cmd label key. call :ok.extra, call :paren(more), call :entry on :entry rem text, and call :ok on :ok:extra are subroutines that need a comment
• A label such as :ok:extra, :ok.extra, :paren(more), or :_ ends an embedded script block, so the label line is linted as batch. goto _ finds :_, and call :_ needs a subroutine comment
