Fixed

• S003 lets the search text of %name:search=replace% hold a % after its first character, so it counts SET in set x=%p:a%"=Y% & SET q=1, which cmd.exe runs whether p is defined or not. A quote in the replacement of such a token no longer hides a later command. A % right after the colon still ends the token, as in %p:%"=Y%
