Fixed

• P008, W022 and E006 ignore a !VAR! on a comment line
• S003 ignores double-quoted text, such as a PowerShell -Command argument, and a comment after a command separator
• W022 no longer treats SETLOCAL EnableDelayedExpansion as present when it appears only in a comment, an ECHO line, or a REM after a separator
• S003 still sees commands inside cmd /c and cmd /k strings, a caret-escaped quote does not hide the command between the quotes, and a comment after an even number of carets (^^&) is still a comment
