Pinned batch-spec to v0.72.4. A CR that is not part of CRLF is not a line break, and a caret plus CRLF stays one escaped ending

scripts/verify.py is the quality gate for local runs and CI. mypy and pylint check src, scripts, and tests from their config instead of a hand-maintained file list. bandit checks src and scripts. --windows-only replaces --powershell-only and includes the cmd.exe corpus oracle. --skip-pytest leaves the test suite to CI's matrix job. On Python 3.15, pylint runs in one process because parallel jobs crash while pickling the linter.
