Fixed

• Require b2sdk 2.13.2, certifi 2026.10.19, pip 26.2.2, and uv 0.13.4 or newer to address the eMudhra / emSign CA certificate incident. Update CI and container builds to use the patched tools and refresh container system certificates.

Infrastructure

• Retag the staticx wheel built on Linux aarch64 as manylinux2014_aarch64, because uv 0.9.16 and newer reject its manylinux1_aarch64 tag, which blocked building the aarch64 standalone executables.
