Upgrade notes

• New manage_connection_strings input (root and each deployment_slots entry), defaulting to true. Set it to false to stop the module from writing config/connectionstrings, which avoids the HTTP 400 in #410. Existing configurations behave as before, including an empty connection_strings map. moved blocks map the connection strings update resource to its new keyed address, so upgrading plans no replacement. Switching to false only removes that resource from state; Azure keeps the connection strings.
• Linux Function Apps on .NET isolated now get DOTNET-ISOLATED|<version> instead of DOTNETCORE|<version>, which stops the perpetual plan diff in #408. Expect a one-time in-place update to linuxFxVersion on affected apps.
• Breaking, only if you call modules/site_config_helpers directly: it now requires is_function_app (bool). Pass true for Function Apps and false otherwise. Callers of the root module are unaffected.
