Features Added

• Add support for experimental features flag

• Increase the custom properties truncation limit for gen_ai.input.messages and
  gen_ai.output.messages to 4MB to support GenAI multimodal (blob) content when the
  gen_ai_input_output_limit_increase experimental feature is enabled; otherwise the
  existing limits apply (256kb for GenAI attributes and 8kb for all other custom properties)
