Bugs Fixed

Fixed compatibility with Microsoft 365 Agents SDK 1.8.0 by removing the
unsupported ClaimsIdentity.is_authenticated constructor argument.
Anonymous and bearer outbound authentication behavior is unchanged.

Other Changes

Raised the minimum microsoft-agents-hosting-core version to 1.4.0 to use
the supported claims constructor and allow_anonymous API.
