Bugs Fixed

• Fixed a regression from 5.3.8 where a complete (single-page) container scan could skip blobs whose LastModified was after PollingStartTime, then advance the stored scan watermark past those blobs so listing never notified them (#62763).
• Fixed container scan not starting a new cycle when the listing API returns an empty continuation marker instead of null, which left PollingStartTime stuck and hid blobs uploaded after the first sweep (#61660).
