Features Added

• Added ConfidentialLedgerClientOptions.ServiceVersion.V2026_02_23 for the "2026-02-23" API version. This is now the default service version used by ConfidentialLedgerClientOptions() and by configuration-based (ConfidentialLedgerClientSettings) construction, replacing V2024_12_09_Preview. Transaction writes (PostLedgerEntry/PostLedgerEntryAsync, CreateLedgerEntry/CreateLedgerEntryAsync) and GetReceipt/GetReceiptAsync now send api-version=2026-02-23 unless an earlier ServiceVersion is explicitly selected.
