Features Added

• Added a typed ManagementLock.Scope property to apply a lock to an individual resource. Leaving it unset or assigning null preserves deployment-scope locking. (#63624)
• Types deriving from ManagementLock that declare their own Scope member, such as the workaround described in the issue, now hide this property (warning CS0108). Remove that member and use ManagementLock.Scope.
• Added support for explicitly tagged raw Bicep expressions in BicepValue<BinaryData> using the text/vnd.microsoft.bicep media type.

Bugs Fixed

• Fixed null assignments to generated resource references in this library to clear the reference instead of emitting an explicit null. Clearing a required Parent leaves it unset for required-property validation.
• Fixed BicepValue<BinaryData> literal compilation to emit JSON through Bicep's json(...) function while preserving generated base64-encoded properties.
