Features Added

• Added the microsoft.foundry = "True" string attribute to all collected spans and log records. The default telemetry processors override conflicting marker values without changing gen_ai.provider.name.
• Added protocol-scoped task access for composed hosts and per-task activation
  checks, stamping the owning protocol on new task records so a disabled
  protocol cannot start or recover its tasks merely because another protocol
  enabled the shared runtime. Legacy unmarked application tasks require the
  explicit Core switch for recovery; existing Invocations chains continue under
  that opt-in. The new public protocol-scoping helpers and per-task activation
  option are experimental (AAAS003).

Bugs Fixed

• Prevented a stale steering nudge from canceling a promoted turn after its pending-input queue has drained. Pending-input publication now follows the same turn as the cancellation signal.
