• fix(recorder): a clip whose GPU blur runs out of memory is encoded with the CPU blur (#1411)
• fix(highlights): a redo that keeps its old video keeps the old video's quality label (#1412)
• perf(recorder): blur a quarter-size copy on the GPU and scale it back (#1413)
