This is a prerelease/beta build, tagged :next (never :latest). It is not installed by docker compose pull on a stable install.

- feat(highlights): store and serve the lower qualities cut from a clip or reel (#1408)
- feat(recorder): cut the lower qualities from each clip and reel and upload them (#1409)
