Description

This is runtime-only release, client isn't impacted.

This release brings:

• WASM smart contracts decommission: calls to contracts are blocked and pallet-contract hold balances are settled in a multi-block storage migration - #1682
• proper weights to XCM transfer_assets method - #1679
• hardening to XCM configs - #1683
