What's new in v0.8.3

Truthful --release info with TDD test coverage

• --release output now auto-updates with every build via BuildInfo.swift
• Removed hardcoded context token count (context size is dynamic per SDK)
• Added MCP tool server support to capabilities
• Added apfel-gui link
• 7 new integration tests enforce --release stays honest:
  version matches .version, all BuildInfo fields present,
  no hardcoded token counts, MCP mentioned, runs instantly (no network)
• 129 unit + 131 integration tests all passing
