0.42.0: Review changes before applying (#255)

"Review changes" button on the edit forms opens a window showing what
Save would send to the device: items added, changed (old -> new) and
removed, the same writes as terminal commands, and Change Guard's
lockout prediction. Optional; Save is unchanged.
Backend: X-Preview-Changes: 1 runs an allow-listed edit request through
its normal route with RouterOS writes recorded instead of sent, database
writes skipped, and Change Guard arming skipped. Secrets hidden; SSH and
streaming tools refused; previews audited as PREVIEW.
Wired into VLANs, port editor, IP addresses, routes, OSPF/BGP/filters/
tables, firewall/NAT/address lists, queues, DHCP, DNS, NTP, WireGuard
and single-AP wireless settings
