Dependency updates; readable chart tooltips in dark mode (v0.33.1)

- react and react-dom 19.3.0 (+@types/react-dom); react moved with
react-dom, which the PR alone didn't do - bcryptjs 3.0.3 (+@types/bcryptjs): existing $2a$ password hashes still
verify; new ones are written as $2b$
Tested locally: sign-in with an existing hash, a password change and
sign-in with the new hash, 2FA setup, and the main pages on React 19.3.
Discussion #85 (trackersoft): chart tooltips that used Recharts' default
style were a white box whose date took dark mode's near-white text. The
LTE chart, the Traffic charts and the radio spectrum chart now share one
theme-following tooltip style.
