Faster proxy usage rankings, dependency updates (v0.24.53)

Releases what has been merged since 0.24.52: proxy usage rankings that
count distinct peers only for the top entries, with covering indexes and
a short per-site cache for the instance list (#189, thanks
@thanhtrung5763); actions/checkout 7, setup-python 7, typescript-eslint,
morgan and jest updates; and Dependabot no longer proposing major
database versions.
