v0.24.39-beta: no firmware downgrades, forms that change only what you changed

Firmware (outside review P2-9)

A rollout or a device's Install button only installs a version newer
than the one running. A channel offering an older release (e.g. a
stable device pointed at long-term, which RouterOS reports as "New
version is available") is skipped with that reason, never downgraded.
The "before" version is read from the device just before the download,
and the device must come back reporting exactly the installed version;
an unreadable version is a failure. RouterBOOT is verified against its
target the same way.
Scheduled rollouts start only inside their window ("Don't start after",
default one hour). One the manager can't start in time is marked
missed, its devices skipped, instead of starting late.

Edits change only what was changed (P2-10, P2-11, P2-14)

Config tab, radio settings and SSID edits send only edited fields:
renaming a device no longer rewinds its clock, NTP/DNS are written only
when changed (NTP on/off alone now works, extra NTP servers are kept),
and an automatic radio is no longer pinned to its current frequency.
Clearing a field clears it on the device: firewall/NAT/queue/WireGuard/
syslog/DNS-static edits send empty fields, and DeviceCollector.setItem
unsets them (only if set). Switching a rule between an address and an
address list removes the other. Every edit targets the id in the URL,
never one from the body.
Port flow control changes only the direction chosen.
