v0.24.38-beta: CVE matches that may not apply, scrolling SNMP table, exact NVD host check

CVE list (#175): a match NVD lists only as "before 7.x" with no start,
on a device running an earlier major version, is shown greyed out as
"may not apply" and not counted; exploited CVEs are never greyed out.
A small corrections list leaves out known-wrong entries with a note,
starting with CVE-2025-6443 (VXLAN, which RouterOS 6 lacks).
The SNMP and LLDP device tables scroll sideways instead of clipping
their right-hand columns (#164).
The optional NVD API key is sent only when the parsed host is exactly
services.nvd.nist.gov (CodeQL js/incomplete-url-substring-sanitization).
