Add a documentation link to the top bar
A book icon beside logout, opening the docs site in a new tab.
It links to the series this build belongs to rather than "latest". The site
is published per release with mike, so a 0.24.x install gets pages describing
0.24.x instead of whatever has shipped since — which is the entire point of
publishing per version, and would be wasted by linking to the tip. A build
whose series has not been published falls back to latest.
