Release of the Polygon cosmos-sdk fork, following v0.2.16-polygon. Bumps cometbft to v0.3.11-polygon (block-sync serving reserves the block size before loading a block; RPC Status / catching_up no longer waits on the consensus lock) in all 13 Go modules, bumps golang.org/x/net to v0.60.0 across the nested modules, and pins the CI Go toolchain to 1.26.10.
Not consensus-affecting. Used by heimdall-v2 v0.13.2.
