Release of the Polygon cometbft fork, following v0.3.10-polygon. Block-sync serving now reserves the block size before loading a block and keeps the reservation when the final top-up is refused, so serving work is charged before it is done. RPC Status (catching_up) no longer waits on the consensus lock: the sole-validator check reads the local validator address from an atomic cache and the reactor's own round-state copy of the validator set, with the same result as before. Also pins the CI Go toolchain to 1.26.10.
Not consensus-affecting, no config changes. These changes already shipped in heimdall-v2 v0.13.x-priv; heimdall-v2 v0.13.2 consumes this tag.
