(*) Improvements to UTF8 handling
A number of changes based on a report and other discussion with Yuri
Nikulin (RT 93545) including:

Case insensitive matching of UTF8 strings should work all the time.

Fixed two significant bugs in regexps for parsing dates.

Improvements to UTF8 handling.

Corrected some problems with Russian and added the cp1251 encoding.

One correction to Romanian.

Added several new test scripts.

Preliminary patches were supplied by Yuri.
